2) Provider & master balance (back of house)
- Your program keeps a master balance with the issuing provider.
- A card top-up moves value from the customer’s account to the provider’s card ledger via the master balance.
- Program limits (load/spend caps, ATM limits, max balance) are enforced by the provider and reflected in your app.
- Sensitive data (PAN/CVV/PIN) isn’t stored client-side; on-demand reveal is gated by password/biometrics and rate-limited.
- Reconciliation keeps your ledger, the provider’s ledger, and scheme settlement aligned.
3) Issuance flow (diagram summary)

- Create a virtual token → customer submits KYC → system checks status.
